Officer safety bolo issued. Perp quickly caught

Update: 10:53 PM. Now the address where the suspect resided from this incident has quite an extensive history in the Lowell community. Around 8 PM in the town of Saugus there was a domestic incident involving Phil Phin- a 23 year old that resided on Westford St in Lowell. This subject is well known to Lowell PD and does have affiliation to a local gang. Upon fleeing the scene in Saugus, Phin made statements that he would put up a fight with anyone who attempted to stop him

Based on scanner transmisisons the subject fled the scene in a honda civic hatchback with Mass plates and may possibly be in possession if a firearm. An officer safety BOLO (Be On the Look Out) was issued and numerous agencies were dispersing information to their officers.

Within 20 minutes of the BOLO being issued it was reported by Saugus PD that the vehicle was located and the subject was taken into custody without further incident.
